The digital ecosystem is driven by big platforms - and behind the scenes by the online advertisement industry. To understand how the digital info sphere is organized, we need to deconstruct the workings of digital advertisement. With his analysis, Dipayan Ghosh will reveal the status quo of this entanglement and propose future steps to find a balance between common good and commerce in the digital world.

1. The regulatory laboratory. Introducing the Media Policy Lab (13:30 Uhr - 13:45 Uhr)
The Media Policy Lab is a mabb project dedicated to questions of network policy and digital media diversity. Against the backdrop of digital change, media institutions have to face the challenge of securing media diversity in a new way. In order to fulfil this important task, the Media Policy Lab links scientific expertise with network policy debates. Anja Zimmer and Theresa Züger from the Medienanstalt Berlin-Brandenburg (mabb) present the project.

Das Media Policy Lab ist ein Projekt der mabb, das sich Fragen der Netzpolitik und digitaler Medienvielfalt widmet. Vor dem Hintergrund des digitalen Wandels müssen sich die Medienanstalten der Sicherung von Medienvielfalt neu stellen. Um dieser wichtigen Aufgabe gerecht zu werden, vernetzt das Media Policy Lab wissenschaftliche Expertise mit netzpolitischen Debatten. Anja Zimmer und Theresa Züger von der Medienanstalt Berlin-Brandenburg (mabb) stellen das Projekt vor.

2. Keynote & discussion: Failure by design? How the digital advertisement industry drives the info sphere (13:45 Uhr - 14:30 Uhr)
The recent scandals around Cambridge Analytica, Fake News and Hate Speech are a testament of a digital ecosystem that has lost its balance. The status quo of the digital public calls for regulation and deep analysis. Dipayan Ghosh is an expert for the digital economy and knows it from all its perspectives. He was an adviser to the White House for the Obama administration and a public policy adviser for Facebook. His focus and academic expertise is concerned with the question how privacy can be integrated in social networks by design. Today’s technology is driven by economic principles and is increasingly structured by objectives of the advertisement industry.  

This is a challenge, not only for privacy, but also for democratic demands. Ghosh asks for a legal and ethical framework that supports and restores both. In his talk, he shines a light on visible and rather invisible parts of the digital ecosystem and aims to unravel the easy and obvious but also the more intricate problems of its dynamic. Beneath the infrastructure of digital platforms lies a massive amount of sensitive personal data ready to be monetized. Ghosh highlights the incredible impact this has on society and the individual by enabling invasive ad targeting models while stressing the responsibility of users as actors in this new paying field. He has identified seven approaches that can help to restore the balance of the digital ecosystem and will discuss his ideas here and in a second session called “From Bias to best practice – How to build the algorithms we want”.

Die jüngsten Skandale um Cambridge Analytica, Fake News und Hate Speech zeugen von einem digitalen Ökosystem, das sein Gleichgewicht verloren hat. Der Status quo der digitalen Öffentlichkeit verlangt nach einer tiefgehenden Analyse und nach Regulierung. Dipayan Ghosh ist ein Experte für die digitale Wirtschaft und kennt sie aus all ihren Perspektiven. Er war Berater des Weißen Hauses für die Obama-Regierung und Public Policy Adviser bei Facebook. Seine wissenschaftliche Expertise liegt u.a. bei der Frage, wie Privacy by Design in soziale Netzwerke integriert werden kann. Die aktuell verwendete Technologie wird dagegen von ökonomischen Prinzipien getrieben und zunehmend durch die Ziele der Werbebranche beeinflusst.  

Das ist eine Herausforderung für das Recht auf Privatheit und für demokratische Teilhabe. Ghosh fordert einen rechtlichen und ethischen Rahmen, der beides unterstützt und wiederherstellt. In seinem Vortrag beleuchtet er sichtbare und eher unsichtbare Teile des digitalen Ökosystems und versucht, die einfachen und offensichtlichen, aber auch die komplizierteren Probleme seiner Dynamik zu entschlüsseln. Unter der Infrastruktur der digitalen Plattformen befinden sich Unmengen von sensiblen persönlichen Daten, die zur Monetarisierung genutzt werden können. Ghosh zeigt die Auswirkungen, die dies auf die Gesellschaft und den Einzelnen hat, z.B. indem invasives Targeting von Werbung ermöglicht, gleichzeitig aber die Verantwortung des Nutzers als Akteure in diesem neuen Bezahlbereich betont wird. Er hat sieben Ansätze identifiziert, die helfen können, das Gleichgewicht des digitalen Ökosystems wiederherzustellen und wird seine Ideen hier und in einer zweiten Sitzung mit dem Titel "From Bias to best practice - How to build the algorithms we want" diskutieren.
